POSITION DESCRIPTION
Groundwork USA seeks a detail-oriented Senior Manager of Federal Grants to support our growing portfolio of federal contracts in support of the organization’s mission of building a more just and equitable future for all.
The Senior Manager of Federal Grants will help support, manage and codify Groundwork USA’s federal award procedures and protocols and ensure compliance with federal regulations. This role will oversee a portfolio of sub-award contracts by developing subaward agreements, working with sub-grantees to invoice and track spending and ensuring sub-grantee compliance with contracts. The position will also be responsible for training staff and sharing information on award progress with other members of the Groundwork USA team.
JOB DUTIES
Reporting to the Chief Operations Officer, this position will support Groundwork USA’s growing portfolio of federal contracts by:
- Researching federal award regulations and providing guidance to Groundwork staff and sub-grantees on compliance issues.
- Reviewing existing and developing new policies related to federal award compliance; developing procedures consistent with adopted policies; and reviewing policies and procedures on a regular basis to ensure they are up to date with current federal guidance.
- Developing and delivering training to staff and sub-grantees on adherence to procedures and policies related to federal award compliance.
- Supporting the Chief Operations Officer in monitoring and managing allocations of funds and award balances
- Overseeing a portfolio of sub-grantee agreements including:
- Working with program managers and sub-recipients to create agency compliant program budgets
- Collaborating with program managers to draft and execute subaward agreements and any modifications to agreements as needed
- Monitoring expenditures over the life cycle of a subaward and provide reports to program managers and sub-recipients
- Collaborating with program managers to project future draw-downs and sub-award spending and ensure progress towards goals with respect to spending cadence
- Tracking reporting requirements and support submission of reports
- Collaborating with colleagues to support the development of new federal proposals by providing guidance on agency-specific regulations and reviewing budgets.
- Supporting the Business Manager with the annual federal single audit and other audit and reporting requirements,.
- Maintaining Groundwork USA’s entity registration in various federal awarding systems.
REQUIREMENTS
The Federal Grants Manager must exhibit the following key competencies:
- Share a passion for Groundwork’s values and vision.
- Familiarity and/or experience with the challenges faced by environmental justice communities.
- At least 4 years of experience of federal award compliance. Robust knowledge of the uniform guidance code of federal regulations.
- Ability to translate and communicate complex compliance issues and policies into digestible guidance and training.
- Experience tracking and monitoring expenditure of grant funds and overseeing budgets.
- Exceptional attention to detail.
- Experience building program budgets.
- Strong research and organizational skills.
- Ability to work with multiple internal departments – programming, operations and development and communications – to support one another’s work and achieve shared goals.
- Ability to independently follow through on assignments, meet deadlines, and facilitate the efforts of the full team to do the same.
- Ability to effectively build relationships with and engage colleagues across the country in a virtual environment.
Desired Qualifications:
- Experience working with the USDA Forest Service, National Park Service, National Oceanic Atmospheric Administration and/or Environmental Protection Agency.
- Experience using project management tools (GWUSA currently uses Asana).
- Familiarity with navigating federal awarding systems such as SAM.gov, ASAP, Grants.gov and GrantSolutions.

Compensation & Benefits:
The starting salary range for this position is $80,000-$90,000 commensurate with qualifications. Benefits include:
