Providing scope of work and cost-estimating services for crucial Corps projects on public lands
Background
The Corps Network (TCN) has established the Corps Project Assistance Team (CPA) to aid the National Park Service (NPS) with scoping and creating cost estimates for facility-related projects. These projects will be accomplished by crews consisting of subject matter experts from the NPS and Service and Conservation Corps. This initiative is designed to help reduce the backlog of deferred maintenance in small and medium-sized park units that have been particularly affected by budget reductions and the loss of experienced staff.
Goals
The Corps Network CPA team has developed and implemented guidelines, standards, project selection criteria, standard business practices, administrative procedures, and management processes to identify and estimate financial costs for Corps-appropriate NPS facilities and maintenance projects.
These activities include:
- Developing scopes and cost estimates along with tracking and recording processes for all Corps-appropriate projects
- Executing numerous project scoping activities at multiple small and medium-sized parks
- Coordinating and collaborating with the NPS on all regional Corps-appropriate project scoping, planning, training activities, program refinements, external agency obligations, and field program support
- Identifying and establishing data and format for information gathered through scoping activities on Corps-scoped projects to be submitted to the NPS for funding requests
- Preparing project summaries, briefings, and accomplishment reports
- Reviewing and providing solutions for Corps-scoped project-related issues
- Providing technical critique and process improvement for the NPS/TCN Conservation Corps program
