The value of Corps as workforce development programs
Our country has an immediate and growing need for a capable workforce that can meet infrastructure demands and replace an aging generation of workers. Service and Conservation Corps are well positioned to meet these needs by preparing young people for careers in natural resource management, water, energy, disaster response, and related fields.
The Corps Network is proud to work with a range of parters to highlight how Corps provide young adults, particularly Opportunity Youth, with skills and experiences that translate directly into competitive career opportunities.
Partnership
Launched in fall 2024 with funding from the Annie E. Casey Foundation, The Corps Network joined Jobs for the Future (JFF), the Brookings Institution, and the Urban Institute, in a multi-pronged effort to
- Assess labor market needs in fields related to Corps programming
- Evaluate Corps’ capacity to prepare Corpsmembers for jobs in these fields
- Identify promising practices at Corps as well as opportunities to deepen or expand Corps’ workforce development offerings
Resources
The Corps Network’s collaboration with the partners mentioned above has resulted in the creation of new materials that demonstrate the positive impact of Corps and can help promote promising practices within the Corps community. These resources highlight how Corps can serve as a key pipeline for various career pathways, involving federal and state entities, municipalities, organizations, and philanthropy.
Youth Corps Programs Build Pathways to Infrastructure Careers – Urban Institute (June 2026)
Infrastructure employers face current and anticipated labor shortages. Youth Service Corps programs could help fill this gap. When Corps programs connect young adults with good infrastructure jobs, they build a pipeline of workers for employers and a pathway to economic mobility for workers. To better understand these programs, Urban Institute interviewed staff at eight Corps around the country that help participants develop infrastructure-related skills. In this report and the accompanying program profiles, Urban details each Corps’ approach and highlights opportunities to expand and strengthen their programs—and for philanthropy, policymakers and employers to support these efforts.
Service to Career Pathways: A Workforce Practice Framework for Corps Network Programs – Jobs for the Future (April 2026)
Developed by JFF, this tool is designed to help Corps programs assess their current workforce development programming, identify strengths, and uncover opportunities to enhance or expand their career pathway models. The framework offers actionable practices and strategies that Corps can implement to enhance their credentialling and certification offerings, build partnerships, improve delivery of services and supports, and expand post-service placements for Corpsmembers.
Strengthening Service-to-Career Pathways: Amplifying Successful Practices From The Corps Network – Jobs for the Future (September 2025)
JFF evaluated curricula, training materials, and program data from more than 40 Corps across the country. They also surveyed Corps to better understand how service experiences translate into workforce development outcomes. This report offers actionable recommendations to strengthen career pathways and deepen employer engagement, helping Corpsmembers more effectively transition into fulfilling careers.
Corps to careers: Expanding career opportunities for young adults involved in service and conservation programs – Brookings Institution (September 2025)
Brookings conducted an occupational analysis that outlines how Corps can serve as key talent pipelines for a wide range of increasingly important infrastructure jobs. Their report examines Corps-related occupations and provides a framework for Corps to develop even stronger workforce development strategies.
