HistoriCorps®, a 501(c)3 nonprofit organization, works to foster a preservation ethic in all through training volunteers, students, and youth in historic preservation skills, and then puts those skills to work to save historic places for generations to come. HistoriCorps partners with federal, state and local land management agencies to provide educational and outdoor opportunities and preserve historic resources. From our Morrison, CO headquarters, we coordinate and instruct projects on public lands throughout the United States.

Position Description :

Position:  Program Manager- Job Corps Program

Position Type:  Full time, salaried

Salary: Pay range is $60,000-70,000 annually

Reports to:  Director of Operations

Work location: This position will be based in Morrison, CO, but remote work is an option.

The Program Manager- Job Corps Program is responsible for developing and managing the HistoriCorps/USDA-USFS/Job Corps Program (“Job Corps Program”) and all activities associated with the implementation of the program. This individual will develop, plan, manage, and write and submit reports on multiple preservation projects in accordance with the statement of work set forth in the program agreement. The Program Manager – Job Corps Program facilitates all aspects of Job Corps Program projects that involve the engagement of Job Corps students in the maintenance, repair, and preservation of historic structures on USFS lands. The Program Manager – Job Corps Program may at times be required to lead preservation projects in the field.

The Program Manager- Job Corps Program works under the supervision of the Director of Operations in close association with all members of HistoriCorps’ administrative team, especially the Director of Workforce Engagement and Communications, Operations Manager, and Finance. In all aspects of their role, the Program Manager – Job Corps Program upholds and advances HistoriCorps’ commitment to its core values.

 

Job Duties :

1. Specific duties relating to Job Corps Program

    • In coordination with USDA-USFS and Job Corps, develop suitable projects and scopes of work for Job Corps Program matching the educational goals of students and Job Corps Centers with preservation needs of Forest units.
    • Work with USFS representative(s) to identify and recruit students from Job Corps Centers in each region. Additionally, the Job Corps Program may also engage Youth Conservation, Climate, and Service Corps crews in projects.
    • Coordinate with academic partners, such as Bucks County Community College, to provide educational benefits for program participants.
    • Provide regularly reports and updates to USFS Washington Office Job Corps Program Manager
    • Supervise a part-time Program Assistant – Job Corps Program.
    • Manage all aspects of project(s) as described below.

2. Develop and Manage Projects

  • Work as member of HistoriCorps Projects Management team; support team members in reviewing proposals, scopes of work, budgets, and/or other project development needs.
  • Establish and cultivate relationships with USDA-USFS and Job Corps project partners.
  • Develop and submit project scopes of work and budgets in compliance with the Secretary of the Interior’s Standards for Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring, and Reconstructing Historic Buildings (SOIS):
    • Make site visit(s) and develop condition assessments, project scopes of work and estimates as requested by partner.
    • Provide logistical and administrative support to Field Staff and partner during project execution.
    • Coordinate travel logistics for Field Staff.
    • Procure materials and arrange deliveries to site in advance of Field Staff arrival.
    • Identify, vet, and hire subcontractors when needed.
    • Prepare and make available to Field Staff pre-project files such as Work Plan, Safety Plan, and Emergency Action Plan.
    • Coordinate and facilitate communications between Field Staff, suppliers, subcontractor(s) (if any), and project partner.
    • Monitor budgets during project.
    • Ensure that all work complies with HistoriCorps’ and Sponsors’ site safety programs and policies, SOIS, and construction industry standards and practices.
  • Prepare and submit final performance reports.
  • Maintain constant contact with project partners and Director of Operations from project inception to final report.
  • Actively seek Quality Control Management (QCM) measures to improve internal outcomes.
    • Assist with migrating all project planning into appropriate, chosen project management software.
    • Assist in the development and continual improvement of accountable, fail-safe planning and tracking documents, covering partnership contact through pre-construction planning to final performance report and project closeout.
  • Represent HistoriCorps with partner, supplier, and sponsor relationships, and at workshops, conferences, and informal gatherings of preservation professionals, volunteers, donors, and friends of HistoriCorps.

3. Field Staff

  • Support Director of Workforce Engagement and Communications in the hiring of Field Staff as necessary.
  • Support Field Staff on projects including but not limited to project emergencies, vehicle breakdowns, equipment and materials procurement, relationships with partners, construction issues, conflict management and/or any other issues that arise which may impact project success. Be available to Field Staff at all times during project season. When not available, ensure another PM is available and Field Staff have their contact information.
  • Assist in annual Field Staff Training and project specific training as needed.

Essential Tasks:        

  • Management: Champion continuous improvement efforts. Assess and support the implementation of improvements. Foster improvement in all areas of leadership, management, and skills as an organizational ethic and culture.
  • Finance: Work in unison with Finance to ensure that all procedures and policies are followed as defined.
  • Project Management: Maintain effective client communications.  Direct and support the processes that coordinate and manage field teams. Work directly with the Administrative Team to improve existing and initiate new policies and procedures that support the financial and operational objectives of HistoriCorps.
Requirements :

Required Knowledge, Skills and Experience:

  • Bachelor’s Degree in Historic Preservation, Architecture, Architectural History, Construction Management or closely related field, or equivalent construction management/ technical preservation experience. Minimum of ten years’ experience on site in preservation or related construction field.
  • Working knowledge of, and experience with, The Secretary of the Interior’s Standards for the Treatment of Historic Properties (SOIS), with Guidelines for Preserving, Rehabilitating, restoring, & Reconstructing Historic Buildings.
  • OSHA 30 Construction Training Program preferred; OSHA 10 accepted.
  • Ability to fully comprehend construction documents, architectural drawings and specifications, and legal contracts and agreements, using them as a reference when change-orders, discrepancies, or disagreements arise in the field.
  • Skilled with project management tools, e.g., Gantt charts, Critical Path Scheduling and Management, Microsoft Project, Microsoft Office.
  • Advanced understanding of project methods, processes, and supervision of construction crews.
  • Clear, proven leadership and conflict management skills, with an emphasis on resolving conflicting approaches and competing priorities in a given situation.
  • Exceptional written and verbal communication skills…
  • Experience managing vendors, contractors, and clients. Ability to analyze operational performance and produce reports that outline areas of improvement.
  • Ability to work to deadlines and handle multiple priorities;
  • Ability to work a flexible schedule to meet critical business requirements and support seasonal staff as needed. This may include working outside of normal office hours.
  • Willingness and ability to travel state and nationwide (valid driver’s license and insurance required). Experience traveling and camping in remote locations
  • Compliance with HistoriCorps vaccine requirement which states that all staff are fully vaccinated against Covid-19, unless an approved religious or medical exemption has been provided.

  • Ability to work out of HistoriCorps’ headquarters at the historic Red Rocks CCC Camp in Morrison, Colorado, though remote work is an option;

Salary: Pay range is $60,000-70,000 annually
